Making digital products and services accessible

To whom does the directive apply?

The directive applies to only to websites and mobile apps that fall under the services listed in article 2 Of the directive, namely:

• E-commerce services (websites selling goods or services online)
• Consumer banking services
• Passenger transportation services (online ticketing, travel information, etc.).
• Electronic communication services (e.g., telephone operators)
• Audiovisual media access services (e.g., streaming platforms)
• E-book and dedicated software
• Emergency call response 112

What does the directive NOT cover?

• Does not apply to all websites in general (e.g., showcase sites, personal blogs, non-commercial association sites, etc.).
• I public administration websites are already covered by another directive: the Directive (EU) 2016/2102 On the accessibility of public agencies' websites and mobile apps.

Exemptions

• Le microenterprises that provide services (less than 10 employees and turnover/budget <2 million €) are exempt from the obligations of the directive.

Obligations

If the website is among those covered (e.g., an e-commerce website), it will have to comply with the accessibility requirements of the directive as of June 28, 2025.
